WPCP CHIEF OPERATOR (Public Utilities Department – Environmental Services) (Competition No.: PWE-2019-22)

Full-Time • Timmins Region

The City of Timmins Water Pollution Control Plants (Mattagami WPCP and Whitney-Tisdale WPCP) operate 24 hours per day, seven days per week. Reporting directly to the Manager of Environmental Services & Public Utilities, the WPCP Chief Operator will be responsible for:

RESPONSIBILITIES:

• Ensuring MECP compliance with regards to secondary treatment plant criteria for the Mattagami, Whitney-Tisdale plants, Bob’s Lake Lagoon, Buffalo-Ankerite and Delnite tile beds
• Monitoring and supervising of wastewater plant operators and providing direction as required
• Daily monitoring of treatment process performances and compliance (2 plants, 19 lift stations, 1 lagoon and 2 tile beds)
• Effective use of internal resources and delegating accordingly
• Recommending process improvements and efficiencies
• Participating to the planning and technical reviews for capital improvements at all wastewater facilities
• Identifying capital needs for the plant on a 5 and 10-year cycle
• Assuming the designation of Overall Responsible Operator (ORO)
• Scheduling on-call personnel and be available to deal with after-hours emergencies
• Providing training to operators in order to maintain their classification levels
• Preparation of monthly and annual reports
• Developing, implementing and adhering to standard operational procedures
• Interacting effectively with the WPCP Maintenance Supervisor and personnel

QUALIFICATIONS:

• Post-secondary education in a related field or a combination of education and experience acceptable to the Employer
• Minimum five years supervisory experience in wastewater treatment operations (preferably)
• Current Class 4 Wastewater Treatment Plant Certificate
• Ability to interpret operational, chemical, and biological analyses related to plant processes
• Ability to manage annual budgets and capital expenditures
• Working knowledge of SCADA and PLC operating systems
• Proven knowledge with regard to system hydraulics (lift stations, pumps, etc.)
• Capability to assume all responsibilities associated with the designation of Overall Responsible Operator (ORO)
• Understanding of all applicable Acts and Regulations associated with the MECP and MOL
• Excellent communication skills, both written and oral and proficiency in MS Office computer applications
• Ability to work independently, with minimal direction or supervision, with excellent time management skills
• Current WHMIS certificate and valid driver’s licence
• Current and clear Criminal Record Check required

SALARY LEVEL 209:   $96,054 – $115,315 (2019)
